Police ID Providence man, 21, found shot to death in car

PROVIDENCE, R.I. (WPRI) — A homicide investigation is underway after a Providence man was found shot to death in the Elmwood section of the city.

According to Major David Lapatin, police received a call about 2 a.m. Monday after a person who lives nearby found the victim in a car parked on Atlantic Avenue.

Police later identified the victim as Isaias Bulus, 21.

No suspects have been identified so far, according to Lapatin, but detectives have some leads and are canvassing the neighborhood.

Lapatin said it appeared to be a targeted attack, noting that the vehicle’s passenger-side door was found open. He also said it’s unclear at this time whether the car belonged to the victim.

It was the city’s fourth homicide of the year.
