East Providence fires city manager

EAST PROVIDENCE, R.I. (WPRI) — The East Providence City Council has voted to remove Richard Kirby as the City Manager.

Kirby was serving a suspension over accusations violating several city codes, and did not properly investigate claims of sexual harassment brought forth by a municipal employee. Wednesday night, by a final vote of 3-2, he was fired.

Kirby contends he was singled out after filing an ethics complaint against Mayor Tom Rose, accusing him of trying to use taxpayer dollars to pay for a rental car.

“Unfortunately, there are people who don’t want to do the right thing, and when they’re called on it, they take retaliation against you,” Kirby told Eyewitness News.

Mayor Rose denies Kirby’s claims that his firing has anything to do with the ethics complaint.

“It’s not retaliatory in any way, shape, or form,” Rose said. “These were items that were brought to us, brought to our attention, and he had done wrong on the city as a city manager. He’s not the CEO of the city.”

Kirby says he is now weighing his legal options, including a possible lawsuit against East Providence.
