PROVIDENCE, R.I. (WPRI) — A Massachusetts man has been arrested and charged after police say he killed two people in a head-on crash on Route 6 in Providence Sunday morning.

State Police told Eyewitness News that several 911 calls reported a crash on Route 6 East at about 1:30 a.m., near Tobey Street.

According to investigators, 24 year-old Joel Norman of Webster, Massachusetts, was driving the wrong way when his car hit a Honda Civic head-on in the high-speed lane.

The driver of the Civic, 21 year-old Tiffany Sical of Providence, was pronounced dead at the scene. Her passenger, 23 year-old Brayan Rodriguez-Solis, of Central Falls, was pronounced dead at Rhode Island Hospital. Both had been wearing their seatbelts.

Troopers determined that Norman, who was alone in his car, was driving under the influence of alcohol and arrested him at the scene.

He refused a breath test and was charged with two counts each of DUI, death resulting, and driving to endanger, death resulting. He was arraigned by a Justice of the Peace and held on $100,000 surety bail.

First responders shut down the roadway for more than two hours while crews worked to clear the accident.
