PROVIDENCE, R.I. (AP) - Rhode Island lawmakers are starting the process of crafting the next state budget by analyzing Gov. Lincoln Chafee's spending recommendation.

The House and Senate finance committees are set to review Chafee's proposal Thursday.

Last week Chafee unveiled his $7.9 billion budget proposal for the fiscal year that begins July 1.

It would raise taxes on restaurant meals, taxi fares and pet grooming to help struggling public schools and overcome a $117 million deficit.

Lawmakers typically make big changes to the proposal before approving a state budget.
