Something stinks in Providence!

On this Wednesday trash day in the Mount Pleasant section of the city it's not just the trash that smells.

Every street you go on there's garbage cans filled with trash.

For some, 2 weeks of trash is piling up.

The problem started a couple of weeks ago when the city adopted a new "no bins, no barrel" policy to encourage recycling.

In order for the trash to be picked up, residents must have a recycling bin for both paper and plastics, and that's the problem.

City issued recycling bins are being ripped off.

Without those bins at the curb, trash is not being picked up.

This has happened each of the last 2 weeks to residents of Leah Street.

It's at the Department of Public Works where you can buy new bins for 5 dollars a piece, the agency says, you can also use any household bins for the recycling as long as they are waterproof and properly separated.
