WEST WARWICK, R.I. (AP) - State Sen. Stephen Alves congratulates his opponent after losing a disputed Democratic primary in West Warwick.

His loss became official yesterday when the Rhode Island Supreme Court refused to hear any further appeals in the race, which Alves lost by 17 votes. Two recounts by the state Board of Elections showed challenger Michael Pinga as the winner.

Pinga does not face a Republican challenger in next month's general election.

In a written statement, Alves congratulated Pinga and said the public was well served by the recount process. Alves said his goal since the primary was to make sure that every vote counted.

Alves has served as chairman of the Senate Finance Committee, giving him a major role in shaping the state budget.
