RICHMOND, R.I. (WPRI) - A school committee member arrested after a group of teens left an underage drinking gathering at her home, then crashed their car into a tree, reportedly saw the horrific accident and never called 911 or offered to help, according to police.

Police have charged Chariho School Committee Member Terri Serra, 49, of Richmond with duty to render aid, after witnesses say she approached the crash scene, exited the vehicle, yelled at one of the injured teens - never offering any help or calling 911.

Eyewitnesses say Serra left the scene, returning a short time later. She was arraigned and released on $1,000 personal recognizance.

On Tuesday, Serra was arrested after turning herself into police for violating Rhode Island's social host law. Serra is charged under the state's social host law, which applies to any adult in Rhode Island "who knowingly permits minors to consume alcohol in his or her home."

Authorities say the four Chariho High School students crashed their vehicle into a tree on Charlestown's Carolina Back Road early Tuesday morning. Police say the four teens were at the party, but have not stated if the teens were drinking or not.

Two of the injured Chariho High students remain in the hospital at this time.
