PROVIDENCE, R.I. (WPRI) -- Providence's City Council has given preliminary approval for a new requirement for scrap metal dealers. Items that are public property would require a signed release from the government, proving they're legitimately for sale.
In addition, scrap metal dealers who acquire metals that are public property would have to notify police.
The city has seen an epidemic of stolen cast-iron manhole covers since December 2011.
The proposal came in the form of an amendment to the junk dealer ordinance at Thursday night's council meeting, according to The Providence Journal.
Under the proposal, there'd be a $500 fine for violating the ordinance.
