PROVIDENCE, R.I. (AP) - Gov. Lincoln Chafee is scheduled to deliver his budget recommendation and the annual State of the State Address on Tuesday. His spokeswoman says the administration won't discuss the proposal's details until then.

Chafee says his budget proposal will contain "painful" spending cuts to eliminate an estimated $120 million shortfall. He has said he is considering some tax increase proposals to raise new revenue.

Chafee says he is also looking for ways to increase state aid to struggling municipalities.
